If you want to add fonts to Photoshop without Adobe Creative Cloud, you first need to find these fonts online. Then you can download them and install them easily by following the instructions below.
First, take a close look at the licenses available for any fonts you download online. While some fonts are free to download, you are free to use them for personal use only. Font creators often have a paid license for commercial use.

Note. On a Mac, the process is similar. Just unzip the zip file and double click the extracted font files and you will have the option to install it into the Font Book.

How to manage your fonts
